This made me think of the photograph I've got somewhere on a CD of the "necessary house" at Thomas Jefferson's home in Lynchburg! Your photo looks the size house I need, small and functional!
CW refers to this building as the Tayloe Office. Most recently it has been suggested that it is a Folly, a building that is created more for the sheer whimsy of design rather than for shelter or work. Its owner John Tayloe II may have used this as a man-cave; a place to get away from the wife, kids, and household slaves. Here he could enjoy a glass of Madera while chatting with his friends during the public times.
Cozy little house!
